I'm gonna have to say Inter they got Ronacchia, Kharja, Nagamoto and Pazzini and I don't even think they spend more than 50 M E while Chelsea spent that alone on Torres, also Milan did great with Emmanuelson, Vilac, Van Bommel and Cassano.
