Government/Law Question.?

Her own jacket was stolen by the restraunt (later found out) so she took the one she though was hers. She was several hundred miles out if town when she realized it was the wrong jacket. Had just got back but had a suck kid, phone was messed up and car was unavailable. In other words, make something up because this girl should be arresteed for theft.
